Fraunhofer is a member of the Alliance of Science Organizations, an association of the most important science organizations in Germany. It regularly comments on important science policy issues.
Other members are the Alexander von Humboldt Foundation, the German Academic Exchange Service (DAAD), the German Research Foundation (DFG), the Helmholtz Association, the German Rectors' Conference (HRK), the Leibniz Association, the Max Planck Society (MPG), the German National Academy of Sciences Leopoldina and the German Council of Science and Humanities.
In 2024, the Max Planck Society will assume leadership of the Alliance's activities.
The ongoing polycrisis must not stop or delay research and innovation (R&I) efforts to bring about the necessary transition to a sustainable and digital economy that will secure long-term value creation and industrial competitiveness in Europe. Europe’s ambition to solve the most pressing societal challenges such as the climate crisis can only be fulfilled by increased political and monetary support for R&I. Collaboration among European countries and all societal stakeholders are essential in tackling these challenges and build up on Europe’s strengths making them fit for the future in a globally competitive landscape. Facilitating a budget that empowers R&I must be a priority for the European Union. This secures Europe’s capabilities to research, develop, and bring innovation to the market for the benefit of European citizens. Therefore, the Fraunhofer-Gesellschaft welcomes and strongly supports the call for a ringfenced R&I budget of 200 billion euros for the next framework program (FP10).

Fraunhofer input to the High-Level Expert Group on the Interim Evaluation of Horizon Europe
The "European Association of Research and Technology Organizations (EARTO)" is the European umbrella organization for applied research organizations based in Brussels, representing the interests of about 350 research and technology organizations (RTOs) from more than 32 countries. Currently, Antti Vasara (VTT Technical Research Centre of Finland) chairs EARTO together with François Jacq (CEA, France).
The research of EARTO members leads to technological innovations with impact on and for economy, society and politics. Therefore, a constant exchange with policy stakeholders at the European level, partners from all over the world and companies from all over Europe is essential.
The technical discussions of the members on different aspects of research and innovation take place in EARTO's working groups. An important signal for the European debates are EARTO's position papers, which are written in close cooperation with the member organizations. Representatives of the Fraunhofer-Gesellschaft are also actively involved in EARTO's committees.
Non-European, international members of EARTO are organized in RIN (RTOs International Network). The activities of this informal network include annual meetings, the development of joint projects such as benchmark studies or coordination with international organizations such as the OECD.
Fraunhofer is represented in all working groups (WG) and currently chairs the WG Critical Raw Materials.
